This valve is located on the lower portion of the approximately 2-inch diameter aluminum pipe that runs up from the lower driver's side of the intercooler to the throttle body on the intake; there is a black vacuum-operated valve that dumps turbo-boosted intake air pressure back to the unpressurized side of the turbo (pipe from air filter to turbo) during deceleration.
To test this valve, apply a vacuum (sucking on it is fine) to a hose attached to the vacuum port - if it holds vacuum, it's probably OK. If the vacuum hose that eventually connects (via a "Y" to the turbo gauge) to the intake manifold is broken, the valve won't work and you may have stalling issues on deceleration.
