This sounds vaguely familiar. I had fan running as yours was, and other behavior problems as well. Turned out to be a bad temp sensor, the one in the driver-side end of the head.
It wasn't much fun to change. To unplug it I lay across the engine, peering down behind intake. It's one of those red push-sideways-to-unlock connectors, no way to hold onto it or pry easily. I ended up studying one I could get at and figured there was a way to get a tiny screwdriver inside it and pry the catch prong free and was able to get it to pop free and then uncouple.
I took one of the Saab long tube socket type tools out of the trunk kit, that fit the sensor size-wise, and using a cutoff wheel on an air die grinder, cut a slot up its side quite a ways and then it fit on the sensor and let the wire stick out the side, and I used that to pull the old one and install the new one.
An option that might be easier is to cut the lead off the bad one near to it, and the plug off the new one with lots of lead left on, and then do some solder-and-heat-shrink tubing splices.
Before I did this I tested the new (junkyard) one by just plugging it in without removing the old one from the head, and it cured my fan trouble so I went forward.
