The conical lug bolt heads sitting in the conical seats in the wheel are what locates and centers the wheels. Any significant damage to these seats means there's no tightening in the world that will last. The wheels will come loose and can even fall off.
Once they are loose, while running, more damage sets in, holes go out of round, etc.
Study your wheels. If you see damage there, don't waste your efforts on new lug bolts, you'll need to swap wheels, and make sure the old ones go into a scrap pile if they are ones that tend to loosen.
