Take off the cover under the parking brake handle. On my '92 it's one screw. Look to see if the cables retract when you let the brake lever down. If not you might have a stuck cable or caliper problems. Then check both rear calipers. There is a lever on each for the parling brake. Make sure the springs returns the levers to off position when you take the parking brake off. If not you may need a new caliper or two. The wheels should turn easily with both parking brakes off. Of course, make sure you have both front wheels well chocked when you jack up the rear and use jack stands.
