I've not had cables freeze up on a Saab, but had that problem on other cars. NOT a fun job if it's the left side as you have to drop the gas tank.
To diagnose cable or caliper:
Set the brake, then release it. Go to the back and look up at the levers. If they are still in the parked position (pulled forward as I recall), but can be pulled backwards with your fingers without much effort then its probably the calipers. It is possible to pull them off and try to lube them up with PB blaster and a penetrating lube of some type, but I've just done the R&R on my cars. Unless you can take the e-brake mechanism out you can't do a lasting repair as far as I know.
On the cables, you can pull the cable off the lever and see how it moves when someone pulls up on the hand brake. If you hold the back end and the cable can move OK when pulled up and released then the cables are likely OK.

If you DIY this a caliper R&R is not a hard job. Figure about 2 hours a side if you are paying for it. I forget what I paid for a caliper, but I don't think it was over $100. They vary in price so shop around, but know that not all reman ones are equal and not all have done anything to the e-brake lever and its internal mechanism. (I'm not sure many do much with this.) And the guy at the parts place won't know. In my experience, stay away from Centric remans. The ones I have now from AutoZone have been fine for the nearly 30K miles. FWIW, using the brake every time you park seems to keep them healthier.
