Cant figure this one out!

97 9000 CSE and electrical gremlins have gotten the best of me.
Started a few weeks ago with a buzzing relay + loss of turn signals + loss of blower motor fan.
Investigated the fuse box and found various relays buzzing at any given time - wipers, turn signals, others.
Replaced all relays - no change.
Started pulling fuses one by one. Once I pulled the windshield wiper fuse, everything came back to life, though this was short lived.
Short while later, the buzzing relay/no fan/no signal syndrome returned.
Strangely, even with the fuse out, the wipers still sloooooowly move when the switch is pulled. How the wiper motor is still getting juice is beyond me. Anyhow, after several seconds, the wipers finally stop moving and both the fan and signals come back to life. This is my only work around - and still, Im not sure how the turn signals and wipers and fan are somehow linked together by this gremlin.
I've ruled out the relays.
Next guesses are: bad wiper switch, bad ground (where??), or faulty ignition switch.
Having gone through the board, it doesnt look like this is a common problem.
Any ideas?
