The later year 9000s (some time after 1994) used a new style of head bolt, and these have been known to stretch. Do a search and try to find Anders' (Swedecar) illustrated guide to the evolution to evaluate what you have.
I would first try retorqueing the head bolts or changing them out for better ones. I have used Barrs Leaks as a preventative measure for a seeping heating core without terrible effects other than the expansion tank is a bit muddy.
