You would need at least a 25W resistor, and it's going to get pretty hot. The heater is thermostatically controlled, so if I was going to bypass the seat back section, I'd just short it out, then limit my use of the seat heater to first or second setting. The high setting would probably heat up too quickly and burn the element out, but for sure the lowest setting would still be fine.
