On my 1994, I did nothing until a hole developed behind the rear wheel, and from there it was a losing battle until the trailing arm became loose. At this point I figured that $3000 on a newer 9000cs was a better strategy than extensive and tricky body work. Soon after I got the 1996 I removed the entire lining of the trunk. There was a small hole developing in this same area which I fixed and then I sprayed the entire wheel well areas with rust inhibitor. I also took up those little oval panels over the trailing arm and sprayed in there. It was all good a year later except that there was a source of moisture in the right well. That is where I discovered that the gas fill area in the wheel arch was allowing salty spray into the interior of the car. I now need to figure out how to remove the fill apparatus to clean up the metal and re-install the fill pipe with some sort of goop around it. Note that nowhere in this process (in either car) was the shock tower in any danger despite being the normal rusty spot on a 9000.
