Behind the fuses lie the relays, at least on my '96, I think also on your year. After a carpet panel and the fuse cover is removed, the fuse panel on my car can be loosened and folds down out of way to get to them. The fuse pump relay will be identified - - on my car there's a map of the relays painted on the back of the fuse panel cover. If it's the one buzzing you can hear it too. If so, you can remove it and there's some other less-essential relay on that panel I believe that is identical, same numbers, that you can borrow and swap in and see if that fixes things. If so, buy one new relay.
