Congratulations! The new-to-you ECU is adapting, and the boost may not be quite as strong after the adaptation. That is normal. Yeah, you are definitely driving a different car, and you can feel the difference under nearly all driving conditions.
Whether MPG improves or not has far more to do with your right foot than with turbo management. Power is not free. You're getting more response for a given amount of throttle input because the new-to-you ECU is delivering more air and fuel then the lpt ECU did. Your ECU will be running the engine rich for a while. MPG could actually go down.
In '96 GM was doing a classic good-better-best product proposition with the CS-CSE-Aero. The CSE has a lot more standard goodies than the CS, and the Aero has a lot more standard goodies than the CSE. Your CS now has as much power as an automatic CSE or automatic Aero. It is using significantly more of the the B234 engine's potential. Enjoy.
