Does "new starter installed" mean "freshly rebuilt starter installed" or "installed another unknown random starter that has been lying around for some time"? Did the place you bought it from bench test it (my new standard after installing a rebuilt that stuck on with each start, requiring immediate replacement).
How do you know that there is 12V at the starter - did you measure with a meter? Something a bit less than 12V may not trigger the solenoid. You could try a jumper wire from the battery directly to the trigger connection on the starter.
What condition are the battery cables, terminals and ground connections in? Perhaps you are getting too much voltage drop across one of these.
