According to the chart linked below, there were different final drive ratios starting in 1995+. My personal experience differs from this however: I put a transmission from a 1995 CS LPT into my 1994 CS FPT car (1994 CS Turbos were Full Pressure Turbos) and noticed no difference in speedometer reading, acceleration, etc. - so it's possible that there was only one final drive ratio that was used in the US.
One clue stands out to me: you say you bought the car from "a little old lady". My guess is that she had a "lighter" right foot than you did and her driving style produced the higher average mileage values you saw on the computer when you bought the car vs. the readings you are producing.
