This word doesn't inspire me with confidence in the machine shop that has your head; it doesn't seem likely that they could diagnose a stuck or "frozen" lifter without having the car running and pumping oil into the vicinity.
But even supposing they are somehow right, you could get a full set of identical lifters from any C900 or 9000 or I think newgen 900 and 9-3 and 9-5 head. Check with someone with an EPC to verify this. But the lifters on these cars give trouble extremely rarely, and they show no measurable wear even in late life.
I'd look for another opinion from an independent shop or see what others on here advise.
YOU can install the lifters yourself, anyways, machine shop doesn't need to do that, if they have verified that the head is crack free and valves good and have installed new valve stem seals for you. Clean the lifters thoroughly, oil them and their bores, and drop into place. All are identical and it doesn't matter if they go back into the bores they came out of.
