Actually it is neither as simple as "yes you can" nor as simple as "no you can't".
It is true that inspection stations verify that readiness monitors have run. However, '96-'98 Saabs are notorious for catalyst monitors that are "not ready", and many states will inspect and pass a 9000 even if the catalyst monitor has not run.
This is true for me in NC. I can drive for thousands of miles without the catalyst monitor running. The car passes inspection anyway.
