I got home late from work last night so I didn't have much time to tinker beyond getting the battery clip power cable for the Tech II out and replacing the lighter plug cable with it. I snaked the cable up by the wiper and around the A-pillar and used it to power the Tech II diagnostic plug. The car started and it idled fine when cold, which is different from what it was doing before. The tach was not bouncing and the car was being well behaved. I could see the IAC valve PWM signal moving and the other sensors seemed to be reading OK. The RPM on the Tech II was reading steady. The coolant temperature sensor was reading about 120 shortly after I started the engine. It took a few tries to get the Tech II to connect. It kept saying it had no communication so I ended up having to get it communicating with KOEO and then start the car. I kept the Tech II running all the way to work and I never saw the engine coolant temp go above 140 deg F. This is a Tstat that I tested on the stove and worked fine. It didn't open early and was fully closed until it reached its rated temp. What could cause the car to continually run so cold? Doesn't make sense. At 140 deg F the dash gauge was at the top of the blue area. I haven't blocked the radiator yet since I wanted to see what the Tech II was reading as it sits today. The upper radiator hose was warm, but not hot after a long drive to work. I am also wondering if the Tech II cable was bypassing a bad power feed to something. I never did understand why the 12V power for the Tech II plugs into the back of the OBD port adapter rather than the device itself.
