When I bought my '87 9000t used it had the same problem... very difficult steering and moaning when it was cold. I did a thorough flush of the fluid at the time, and it made an amazing difference. I've changed the fluid once since then and the steering is still fine two years later.
It's very simple, I don't know where the correct procedure can be found online, but basically you take the return line off, put it in a waste container, start the car and turn the wheel lock to lock a few times until a lot of the fluid has come out, pour some more in, and repeat. It's helpful to have someone to keep pouring fluid while you are turning the wheel. Be careful not to break off the plastic thing on the resevoir when you take the return line off (it can be a little tough coming off, i coaxed mine with a flathead screwdriver).
If your Saab is like mine was, you'll be amazed at the sludge that comes out. Lots of chunkies of floating metal in mine.
