The partition with the hose connected to it is the reservoir for your clutch fluid. It should be filled to the max with the correct grade of BRAKE FLUID.
If your clutch is lower than normal, try refilling the reservoir and pumping the pedal a few times. This should refill the master cylinder with fluid. The master cylinder is a fluid pump that takes fluid from the reservoir and pushes it through a fluid line to the slave cylinder, which in turn activates the clutch. Chances are that if you have action, but at a low pedal position, you do not have enough fluid in the system for the slave cylinder to activate completely.
If you find that after pumping the pedal, the action returns, check the level again in the reservoir and refill as necessary. If action does not return, you may have sucked air into the line and need to bleed the system from the slave cylinder to purge the air.
The spring you are talking about is necessary to return the clutch pedal to its fully upright position. This is essential for things like the cruise control switch to operate properly. There is also a spring in the master cylinder, but it is not as strong. It is there to make sure that the piston returns to the top of the cylinder so that when you press the pedal again, the master cylinder will displace the full amount of fluid and activate the clutch. It also allows any extra fluid to escape up into the reservoir--this happens gradually as the clutch wears.
This being said, I have to once again emphasize that the reservoir is filled with the same brake fluid as is used throughout the braking system. Make sure you use the correct grade as recommended. Mixing fluid, especially with brake fluids, is a bad idea, as some are chemically incompatible and will break down or gel up in the lines causing major problems and costing major $$$ to repair!
