So, is your mechanic just giving up?
Has the main headlight switch been replaced? I find it unlikely that this would cause your problem, but it's part of the circuit. And if THAT doesn't work, the only piece of the headlight system left in question will be the wiring. I'm not sure how inclined you are to do some testing, nor your mechanic for that matter, but this can be troubleshot rather easily.
First, disconnect the plugs from the headlights. Turn the light switch on. Measure between the ground (black) terminal and either of the other terminals. The high beam should give you squat, but the low beam terminal should give you +12V. I doubt this will happen, however, as this would point to defective bulbs. Next point of measurement would be the relay output. On an '88, I understand the headlight relay(s) are in the engine compartment in a box near the washer fluid reservoir. Someone with a newer 9000 should be able to tell you the appropriate pins to measure on which relay (and it may even be labeled on the box). If I remember correctly, the pin on the relay labeled 87 or 87a will typically be the main power output. If you measure +12V between the relay output and ground, you have a short somewhere between the relay and the headlight plug, assuming your bulbs are good.
Beyond this it gets a little trickier, as the trigger input to the relay will snake back into the main harness and go through the firewall to the dimmer switch, which of course is also connected to the main headlight rotary switch...both can be poppped out pretty easily, though you'd need to find an electrical manual for your year to know which pins of each switch to measure.
