Water in the Gas

I have a 93 9kcse and I believe I got some bad gas w/water. The car bucks and coughs only after it has been run for about 20 minutes. If I leave is sit for a while the problem goes away until the 20 minutes goes by. I have put some of the water remover injector cleaner in the tank but it was no help. Am I correct to assume water in the gas or could it be something else. Any ideas would be greatly appreciated.
