Someone give me a run down on Tech II or OBD II

I understand that Tech II is for programming different features in a later model saab and that OBD II is for emissions monitoring. Are these two systems related at all? I am a EE(hardware)with a 97 aero and with all the info out there I'm sure I could put together an interface for a pc to both of these systems. I also know a software geek that I just convinced to buy a 97 CSE so I'm very confident that we could develope this interface system. I love to undercut dealers!! Help! send as much info and links to this info. Thanks.
