Help with understanding 1995 9000 CSE's

I own a 1988 900 Turbo 5sp and I am looking to buy a 1995 9000 CSE Turbo 5sp. The car has 109,000 miles on it and its engine bay, exterior, and interior are all clean. Here is my problem. I drove the car and I do not think the Turbo is providing full boost. On hard acceleration, either from stop or any speed, the turbo gauge only barely leaves the green and enters the yellow. My 88 will go 3/4 through the yellow, stopping short of red. The 9000 definely is not a quick as it should be. Other than that, the car drives great. If you didn't know how fast these cars should be you would think the car was perfect. I have driven a 93 9000 CSE Turbo that was much faster.
Could someone have de-tuned the turbo. Is the waste gate not openning. Is the turbo shot. There are no alarming sounds from the engine. And I do not belive it is a light pressure turbo (has the gauge on the dash board).
Any thoughts.
