(This is all based on latest, 1975 up, 99 heater design.)
Based on my H 900, I don't see how the water would circulate in the block when the thermostat and the 99 heater valve are closed.
The B engine has that small nipple on the water pump cover to do this. Water continually goes from the head directly back to the pump.
On the H 900, the manifold hose goes directly to the heater. The 900 heater valve always passes water through it but 99 type doesn't.
If water isn't always circulating, the thermostat would rely on direct metal temperature to open and close causing the temperature to gyrate widely.
I wonder if the model 90 hoses are different with a bypass built in somewhere.
