Conclusion based on cooling system diagrams for H engine 99s and 900s (thanks Richard).
The 99 heater control valve is the same on B and H engine cars.
The hoses on H engine 99s are Not the same as in H engine 900s.
The 900 hoses don't provided a bypass path to insure block coolant flow when the thermostat and the heater valve are closed.
Any H engine transplant into a 99 should include some coolant path parallel to and bypassing the heater valve.
