I am going to guess that you do have a bad ground or connection problem related to the instrument cluster, so look around at where the ground points are for that. 13-15 Volts while charging is not out of the ordinary for a 12V system, so I think something besides system voltage is causing the symptoms you mention - most likely it is a ground, just not sure where. There are two ground points between the transmission and the body of the car at the front of the engine below the radiator. I believe there is also at least one ground behind the instrument cluster, and of course check the grounds in the trunk/taillight area.
