Having had both, I'd still go with the 16v but there is definately something to be said for the B-motor Turbo. It is...more exciting, I guess. Plenty of lag, then wham-o. I always got good mileage with my b-motor (26-28) and only get slighly better with my 16 valve. A good friend of mine, John wirt, has his b-motor everybit as fast as any suped up 16V I've ever ridden in...though he has put a lot of work into that car. I have a non-turbo 16 valve with a turbo added. (slightly higher compression) and a fairly small turbo. I feel little lag in this car but of course, the boost isn't real high (8-10 ftlbs). It's quite nice, though, to have my mind at east over that water pump.
If I had the time/money/ambition, I'd go the route John took. I seriously prefer the idea of keeping things as close to original as possible, but without a waterpump tool and quite alone here on the Utah saab horizon, I find myself with an excess of 16V engines with no where to go...so they replace bad water pumps.
