Sounds like the saabsite is the way to go but what about the wastegate! I charge $350 plus parts for a basic rebuild including balancing however this does not include rebuilding the wastegate which is probably why you heard that rebuild kits are very hard to find for these early turbos. Actually the rest of the kit for a 99 turbocharger is available at normal prices. We jig the wastegates up in our guide and seat machne and re-machine them for a new replaceable guide and then source a valve by size to fit and of course cut the seat to the right widths and reface the vialve.
