The catalyst has to be hot and the lambda system has to be working correctly (oxygen sensor, modulating valve, etc.). The Oxygen Sensor is pretty cheap - they have the Bosch ones at NAPA now for something like $20, so that is worth replacing - I beleive originally the maintenance schedule called for it to be replaced every 15,000 miles. I'd be careful about adjusting the mixture until you have the new O2 sensor and the pulse relation meter (service tool) to set it correctly, otherwise you can get the Lambda system out in left field. If you can't find one (pulse relation meter), contact me off line and I have a loaner I can send you. Do you have the big red Saab service manual? It has pretty detailed troubleshooting instructions for the Lambda and FI system. One thing I noticed on my car - it idles a lot smoother when the Oxygen Sensor is unplugged than when it's plugged in and working, so your idea there may be correct, but I'm always nervous about replacing parts without really diagnosing the system function though.
