Check the O2 sensor: At idle, with a fully warmed up engine, the idle should fluctuate a bit as the system slowly leans and enriches the mixture. Unplug the O2 sensor. If the idle stays the same the O2 sensor or the lambda controller are bad. It should start to stumble (when the sensor is disconnected the controller thinks the engine is running very rich and leans the mixture) and then runs smooth (the controller attempted to lean out the mixture within a certain amount of time and couldn't, so it defaults to a fixed pulse ratio).
A 'perfect' idle means the engine is running too rich as your tests results show.
Also check the enrichment switch on the throttle body. Depressing it should increase the idle (richer). If it stays the same, try disconnecting a wire to it. If it's still idles the same something's wrong with the wire going to the controller or the controller itself.
Note the lambda system is not just an emissions system but also increases economy AND performance.
