Unless you're in a real dry climate, the brake rotors are probably rusty from lack of use. I've used coarse sandpaper on a block to roughen up the surface and cut through at least the worst of the rust. If the rust stays on there, it will glaze and brakeing power is greatly reduced.
Hydraulics could be a problem, too.
I'd recommend changing all fluids.
