*UPDATE*

I was able to remove the circlip, but still unable to disengage the reverse-interlock gears. This link from Gen Saab shows two clips that need to be removed:

But my shifter assembly only had one clip formerly attached (center). And it still does not want to release.

The Saab write-up also had this ominous message:

In-order to Remove or Install the ignition lock cylinder you must turn the ignition key to position number one (the first rotation of the key to the right) to get the lock cylinder out of the housing. It will not come out until you do this first.

But my key does not turn in the cylinder at all...never has.

I am closer than I was a few days ago, at any rate...
