The stock warm-up regulator spec is 48-54 psi warm, and the line pressure spec is 64-72 psi. The correct part number for the Turbo has a lower (richer) pressure so it should be closer to the 48 psi. To check the pulse relation, hook the meter up to the two terminals in the separate little connector that's clipped to the sheet metal above the fuse panel - I think the wires are white with a red stripe. I had mixed results trying to use a dwell meter. If the system is working and the lambda/oxygen sensor is good, it should wiggle back and forth around 50% duty cycle at a warm idle. If the sensor is disconnected it should be a constant 50%. Whenever the throttle microswitch is closed (you can just reach over and push it, it will go "click") the pulse relation should be 80%. If it's out of whack at idle, make sure you have a) no vacuum leaks, and, b) a good lambda sensor ($19.99 at Rock Auto), then adjust the mixture until it varies around 50%. If it idles well but runs poorly at part throttle, I would look for vacuum leaks.
