DougM and others, when is there too much rust?

I've got a 1978 99 that i've had sitting for 2 years in the hopes of getting it back on the road. I can weld and just bought a new Mig to use for various projects but am wondering if this car is just too far to bring back?
To generally describe it, 3 of the 4 wheel arches have rust and would need to be replaced, there are spots of surface rust on the hood and rear quarter pannels up higher, I've found some rust in the bolt holes when removing the rear pop out windows, and the worst is rust on the lower rear quarter both in front and behind the rear wheels. In front of the driver rear wheel it goes right through and all the others would probably need to be cut out as well. I haven't gone to check under the car a lot yet.
So, when would anyone say a car has gone too far? Are these cars problematic with hidden rust inside a and b pillars or anywhere else? If I don't keep this one, I would search out a better candidate or focus more on my c900...but wanted thoughts before the shell goes off to the junker.
Thanks
Ryan
