"Frequency valve" is called "Lambda modulating valve" in the Bentley Saab 900 8V manual. 99T never got the Lambda system, but on any US 8V 900, 1981 or later, it is the system that adjusts the line pressure in the fuel distributor (and thereby mixture level). The adjustments are based on input from the oxygen sensor, and causes the idle to vary a little bit up and down with a frequency of 1-2 seconds, thereby the name.
The cold start valve (and frequency valve in this case), is connected to the chamber with "fuel pump pressure", however the pressure, also called line pressure, is regulated or limited to just under 70 psi by the fuel pressure regulator, inside the fuel distributor.
The cold start valve is only activated for a maximum of 8 seconds at cold temperatures.
The control pressure is regulated by the warm-up regulator. It pushes down on the piston on top of the air sensor plate (flap door), in the fuel pressure regulator. The higher control pressure, the leaner the mixture. A problem with this part of the system is often a broken membrane in the warm-up regulator.
