I've had the same problem with 99/900 starters when the engine is hot. They are located in a position that subjects them to a lot of heat at times. I suspect that the solenoid fails rather than being a problem with the starter motor itself. I had a similar problem on a big GMC 1-Ton pickup with the big 454cid engine. The solenoid kept burning out on me so that the throw of it was inadequate to contact the points inside it.
I've also found my 99's quite easy to push start if necessary. They really don't have to be rolling very much to get them started. Could never have started that 6,000 pound truck by pushing it.
