If your 99 has the twin zenith carbs you miaght want to check the oil level in the oil damper on top of the carbs To do this find the black knob thingy on top of each carb. Pull the black knob out and have a peek inside, if it is empty top it up with automatic tranny fluid (as recommended by saab) or engine oil. I usually use engine oil as it is easier to come by and is said to give a better throttle response. The purpose of this damper is to produece a temporarily richer fuel mixture on a rapid opening of the throttle.
If your car is injected you may want to check the sensor plate on the mixture control unit. These plates have been known to get sticky. To check it you will need to remove the bellows ontop of the mixture unit and then you can move the plate up and down, checking for freedom of movement. I havenever overhauled one of these units but it looks pretty straightforward if you have a manual.
