The cooling fan is triggered by a 'thermoswitch' which you'll find, with a wire attached to it, on the underside of the radiator 'in' pipe [the one closest to the expansion tank as opposed to the thermostat]. Often the connector, which is pretty exposed, just corrodes a bit and it stops working: they usually work fine after a bit of cleaning. The rest of the wiring to the fan may just be 'gummed-up' too, it's best to check everything. If the thermoswitch needs replacing be careful not to crack the pipe from the radiator... put the rad in something to stop it or the pipe twisting as you try to loosen the 'switch. You can test the fan by grounding the connecter off the thermoswitch.
This can be very frustrating to fix but it's usually do-able and not expensive, you just need to be methodical.
