Overheating '67 96 V4

Things I've done: recored 3-row '69 radiator, new water pump, redone head gaskets, new thermostat, timing is right on. Runs great except it tries to overheat unless I run the heater even on cool days.
Any ideas? I'm completely out of ideas. Are 96s just too poorly engineered to run without overheating? Starting to think I should have restored a Renault.
