I ran V-4's for many years, 11 of them were my '67 with the smaller radiator. I never had the kind of overheating problems you are having. Only time it overheated was when there was a problem in the cooling system. Are ALL of the hoses new? Have you flushed the system, including removing the drain plugs from the side of the engine block and flushing the rust and scale and accumulated crud out of the bottom of the block?? It might be that there is an obstruction somwhere that is keeping you from getting good flow through that big radiator. What condition is the backing plate for the water pump in? I had the original one on my '67 spring a leak. The water circulating through can, over time, erode them and reduce the ability of the pump to create pressure in the system. Too much clearance between the pump and that plate will reduce pump output.
