b-turbo and h manifold and turbo

Anyone out here have specifics on the advantage or dis of using 8-valve h turbo and manifold on b-turbo? I will be adding intercooler. I have the turbo and the manifold. Car is 99 3-door turbo w/ 5-spd. I have also heard of use of an expansion chamber in exhaust adjacent to turbo to allow quicker spool-up. Any comments? Also considering a slightly lightened flywheel - if so how much lighter will give some benefit without racer rpm drop? Any experiences/knowledge/thoughts on these appreciated.
