First off, the owners manual says not to use full turbo boost until the temperature gauge reads above the lowest bar (i.e. starts to move off cold).
This is actually true for any car, applying full throttle before the engine begins to warms-up can lead to eccessive engine wear (the oil has not warmed up and is not circulating fully, engine tolerances are still settleing in as parts warm-up, etc.).
Second, is turbo cool down. As noted by SteveH this is not near the problem now that we have water cooled turbo bearings as it was with the oil cooled turbo bearings (Saab changed to water cooled in what 1988?). And is normal use no cool down is needed.
However, if you are out running wide open throotle, like in high speed highway or track runs, then a cool down period is needed regardless of the turbo type. A couple minutes running at idle or city street speed will help prevent 'coking' of the turbo oil passages. Obviously, a good synthetic oil also helps in preventing high temperature oil breakdown.
