Tech II is the name for the diagnostic computer that all the dealers have. It allows them to troubleshoot the cars, change parameters, and a whole lot more. It costs around $5000 and is only available to dealers... It's of little use without the service manuals and a software update subscription so there are costs involved with staying up to date with the latest models.
Basically, its NOT something owners need to have (even if they could afford it). Some dealers will charge a small fee for changing settings... Others might do it for free (if you just bought a new car there).
BTW, this is not something unique to Saab... Most cars these days can only be diagnosed with proprietary computer. Welcome to the modern age... Lay your AMEX Gold Card on the service desk and walk away.
