The cold air is denser, wind resistance goes up.
Tires get stiffer, rolling resistance goes up.
Tire pressure drops 1PSI for every 10F degree drop. If you don't correct your tire pressure for the core winter months, then the low pressure will rob your MPGs. Snow tire pressures should be around 37 - 38 PSI!
Transmission might be running colder, viscous losses. The viscous losses in the transmission will be significant until it warms up. For shorter trips, this might not happen.
Tires warm up in a trip, this will help with mileage, but for not help for shorter trips.
Colder weather means more energy just to heat the block, and high viscous losses until up to temperature. Block heaters really save fuel. Wish that I had one.
Snows on 15" rims will give better MPG's than lower profile tires, especially performance tires with stiff sidewalls. But I am sure that you are not running those!
Head winds and side winds can increase fuel consumption greatly.
I dropped my speed from 75 on my commute to 69-70 and found that my fuel consumption improved by about 10%.
