They should pull the bumper cover and replace all the deformable structure under the bumper. You should closely inspect the rear panel between the tailights, the rear quarters and the underside of the trunk for any deformation.
A few years ago my SHO was rear ended in tunnel traffic on the way to work, it might have been a 20 mph impact. Visually, the only damage was a slight wrinkle in the rear tailight panel and a slight scratch in the bumper cover, but the bill came to around a grand after replacing all the bumper sub-structure.
You don't have to accept what the ins. co. offers if you don't feel it's satisfactory. If you disagree, take it to a known good shop and get a counter estimate. ALso make sure they'll cover you for a rental while your car is getting fixed.
