I have also experienced the 'brake delay' in wet weather on my 1999 9.3 When I spoke with Saab America service they assurem me they had never heard of this issue. I printed out a number of message from the board here and sent them to the inspector. His response was that I sould always test my brakes when they are wet. (Big help, My wife and I were nearly killed when we lost control after the brakes failed to engage on a wet road to avoid a car backing out of a driveway without looking).
After insisting, I was given the number of a european pad that is supposed to solve the problem (the one they didn't know about). The text of the message is below:

Needless to say, I do not use this vehicle when it rains, and I will not allow my family in the car at all. (My wife has a scar on her nsck from the seat belt that cut her when the car went in the ditch).
