You are experiencing camber steer. It is not fixable and if you don't like it, start documenting the problem immediately and trade up under the lemon law to a 9-5 which has no camber steer. The problem is exacerbated by road camber but never goes aways. It is most noticeable on broken or pitted pavement on thruways. Yopu either get used to it or you learn to hate the car. Bottom line is I can't stand driving a 9-3 on interstate journeys because of this problem so I always take the more refined 9-5 on such trips. The off-center steering is also not due to alignment problems, though bad worn tires and misalignment certainly exacerbate camber steer. This problem is due to the poor dymanic qualities of the 9-3's platform and suspension. Some 9-3s seem to suffer from this problem more than others however. Trips to your dealer to ameliorate the problem will soon become monthly events. Don't waste your time. Either accept the annoyance of camber steer or dump the car before your state's Lemon Law period expires. The phenomenom of off-center steering is disorienting and the pulling towards the roadways downward slope impairs safe handling.
My advice, trade it in for another 9-3 immediately or get a 9-5 but do not screw around with the dealer and SAAB. If you do, you just learn to hate the car.
