Speedometer error? 45mph reading, actual was 42 on radar...

I am not sure of the accuracy of the radar in question, but our town has one of those portable radar stations that shows how fast you are going in big LED digits. I thought it was acceptable that when my speedometer was showing 25 mph, that the radar was showing 24. Better safe than sorry I guess.
But when I exceeded the speed limit (25 mph) and went 45 mph, the radar reported 42 mph. I have to do an actual odometer check against the markers at the side of the road, if my odometer is also off by 6.7% over the course of my ownership of the car, that could add up to 6 or 7 thousand miles! I will try and check this afternoon and report the results back tomorrow.
Is there any US government mandated accuracy for odometers? I suspect there is not for the speedometer - no wonder it seems like the traffic is moving at 80 mph around here - in reality they are probably only really doing 75.
