I don't see what all the fuss is about. All '99 9-3's have a 4-year/50k bumper to bumper warranty that will certainly cover the alarm. If you feel good about this car otherwise, then go for it. If Carfax says the car's never been totaled and service records are current and stamped by an authorized dealer, then I don't see why you'd have a problem. If I were you, I would at least call the dealership that did the most recent work on this car and have them check their records (you'll need the VIN). They can tell you all repairs that were done, and could possibly know the car and previous owner personally. While you're at it, ask them about the alarm problem. They'll probably know what's wrong. Ideally, you'd want the dealer to actually look it over before you bought, but considering that you still have some warranty and assuming everything else checks out OK, you should be pretty safe. The alarm and any other work needed (aside from wear items) will definately be covered by Saab's warranty. Just make sure the first thing you do after you buy it is to get the dealer to go over the entire car to find anything that may be wrong. Also, ensure that all TSBs have been fulfilled.
