The dealer cannot charge you for work performed without advising you in advance of the cost as this is a breach of the Uniform Commercial Code. If the dealer will not refund your money (which they will) explain that you intend to file a complaint with the Attorney General's office for consumer fraud and deceptive business practices. Don't waste time with the BBB.
In addition, contact Saab Cars USA immediately and let them know what happened. Complaints like yours weigh very heavy on your dealer obtaining continued backing from GM regarding their status as a premier dealership. If they are already a premier dealer, complaints like this affect the renewal from GM. If they are not yet a premier dealer, complaints like this affect their application. Their status directly relates to incentives that they receive from the manufacturer.
