Dont worry the boost guage is not actually connected to the vacuum on the turbo at all. It is an electronic guage. It may be that the calibration was set incorrectly when it left the factory or it might have lost it's calibration.
If you acually feel that the turbo is not kicking in and you don't have as much power as before then you may have a problem with the turbo. IMHO the plugs and DI cassette will not be responsible for low boost. DI either works or not simple as that and if there was a problem there you would know about it. If the turbo is not working it is worth looking at the pipes and checking the dump valve.
Otherwise if the car is working properly then you can get the gauge re calibrated. This takes about 10 mins but needs to be done by your friendly dealer. All you need to do is tell themm how far into the red you want the gauge to go. basically the gauge is just a psychological thing. It means absolutely nothing the thing that counts is do you enjoy the car. If having the gauge go into the red gives you more fun then any saab 93 owner can get it reset to go all the way into the red.
